During his search for answers, Tommy encounters a range of individuals willing to assist him, including music producer Kent Paul, who maintains ties with the city’s underground crime network, Lance Vance, who was involved in the failed exchange and is driven by the loss of his brother in the ambush, wealthy Texan investor Avery Carrington, who offers opportunities in return for Tommy’s aid in his own business ventures, and powerful drug baron Ricardo Diaz, who employs both Tommy and Lance. Over time, Colonel Cortez begins to suspect Diaz of being the mastermind behind the attack, a theory later confirmed by Lance during his own investigation. Ignoring Tommy’s caution, Lance attempts to assassinate Diaz but ends up being captured, forcing Tommy to rescue him before the two storm Diaz’s mansion together and end his life. The project itself was officially revealed at the Electronic Entertainment Expo on 22 May 2002, and at the time it became Rockstar North’s most costly production, carrying a development expense of five million US dollars alongside a marketing budget of 13.2 million. On 5 September 2002, Rockstar announced that the originally planned release of 22 October would be delayed by a week to satisfy production needs, and by 15 October the game’s development was finalized and submitted for manufacturing. The developers devoted significant effort to addressing the challenge of creating a voiced main character, marking a clear shift from the previous entry’s silent lead Claude. Ray Liotta was cast to portray Tommy Vercetti, and he admitted the role demanded a lot from him, explaining that he was essentially giving life to a character who had not existed before, making the process both creative and intense. To aid his performance, the team set up blue screen sessions so Liotta could better imagine how the character would move within the game. The narrative was given priority throughout development, as the creators wanted players to build a genuine connection with Tommy. Dan Houser described him as someone powerful, dangerous, and patient enough to wait for the perfect chance to strike. Not everything went smoothly, however, as director Navid Khonsari recalled that Liotta could be challenging to work with at times. Sam Houser also noted that while certain recording sessions saw the actor fully engaged, there were occasions when his darker moods prevented much progress.
